Solid Serious Overview of Core Economic Security Issues

Edit of 22 Sep 08 to recognize that Rubin did not bail out Mexico, he bailed out Wall Street, and Paulson is about to rip the heart out of every American taxpayer in the boldest and most insane national treasury rip-off anyone on this planet could conceive of....we don't need a Wall Street bail-out, we need a complete recall of both the Executive and the Legislative leaderships--a fresh start. These pigs have destroyed the nation--see my new book, free online from 24 Sep, ELECTION 2008: Lipstick on the Pig.

Rubin is self-effacing and not at all, in any way, claiming personal credit for how well it went as America experienced one of its greatest economic booms, despite some rather scary international threats to our economic security. I believe this will be a classic reference for years to come.

1) Early on, and then throughout the book, Rubin does a fine job of documenting and explaining why markets, which are relatively autonomous beasts, and at least as important as governments and government policies, in setting the economic security environment.

2) A corollary to the above, but all the more important because it dovetails precisely with Henry Kissinger's caution ("Does America Need a Foreign Policy"), is Rubin's detailed articulation of how U.S. politics and US policy mechanisms are not now well-suited to coping with the new risks of the global economy. The speed and reach of the marketplace is now such that the industrial-era government bureaucracies and 1970's information technology stovepipes are completely inadequate--however well-intentioned a President might be, the current structure and current approaches to establishing economic strategies and policies are NOT OKAY.

3) Rubin is quite excellent in explaining in a very understandable manner how specific fiscal policies toward other states (e.g. Mexico) can be directly related to consequences in terms of illegal immigration (surging if Mexico is allowed to collapse), illegal drugs and crime, and trade.

4) Especially helpful in this book is its emphasis on the importance of educating the American public as a pre-requisite to the politics of making the right economic decisions for America. Rubin quotes Clinton as saying that one of his (President Clinton's) greatest lessons learned from his two-term Presidency was the need to do the public education (political strategy) before the public politics and deal-making. Senator David Boren (today President of the University of Oklahoma) and Mr. David Gergen have made this point earlier ("Preparing America's Foreign Policy for the 21st Century"), but Rubin's focus merits strong emphasis, because in combination, our mediocre policy structure and our mediocre public understanding combine to create not one but two devastating Achilles' heels for US economic security policy-making.

5) Rubin excels at documenting the direct relationship between poverty and inner-city distress and poor education of important segments of America's population, and its economic well-being. He extends this analysis internationally, focusing on how vital it is to extend the fruits of prosperity across all nations and peoples, if the US is itself to have sustainable economic stability and prosperity.

6) The book is a case study in decision-making, a manual of how to and how not to approach problems for which, as he notes with frequency, there are no certain outcomes. I was very impressed by his acute sensitivity to the fact that most subordinates are incapable of speaking utter truth to their bosses--they pull their punches. This is equally true, as he explicitly notes, of Chief Executive Officers invited to meet with the President. Rubin appears gifted in his ability to draw out the concerns and negatives from all subordinates, with a special kindness extended by him to the most junior or front-line subordinates, a kindness that is repaid in full with honest opinion.

7) I noticed some very strong observations from Rubin on the inability of the Department of State and of the Central Intelligence Agency to provide him with core information that he needed on Indonesia, among other fiscal hot spots. Lee Kuan Yew from Singapore turned out to be much more useful to him in understanding the context and possibilities. From this Rubin draws the lesson that the Department of State needs to get smarter about economics, and that a new kind of Foreign Service Officer is needed, one that is not just following political matters, but economic matters. Indeed, I would go so far as to say that State needs to migrate from the old POL-MIL mind-set, to a new POL-ECON mindset. CIA must of course get much better at understanding demography, public health, economics, and infrastructure issues down to the province and township letters, something that will require them to finally take Open Source Intelligence (OSINT) much more seriously, and to become competent in 29+ languages.

8) "Rubin's Rules", actually prepared by his staff as a going-away gift when he departed Treasury, are listed on page 251, with an 11th rule on page 252, and are alone worth the price of the book. They will not be repeated here, they are precious.

9) Rubin is critical of the private sector for having over-invested in Third World ventures without doing the due diligence related to risk assessment, and he ventures into some discussion of the importance of defining and communicating best practices, codes and standards for debt management, bankruptcy, deposit insurance, and bank supervision. I could not help but reflect on how much more important the ISO might become if it also becomes central to economic security and stability by contributing a standards process that helps reduce and mitigate risk for all.

10) There are many other gems in this book, from his review of "deficit economics" (and why it is an idiot idea writ large), to how Monica Lewinsky cost the US taxpayer much more than the cost of the impeachment proceedings, to the need to always review old assumptions, to the dangerous reliance by Wall Street on models (as with Long-Term Capital Management failure), to the need to redefine GDP calculations (in addition to deducting negative investments like prisons and health care that others have recommended, Rubin suggests that the presence or absence of positive investments related to environmental sustainability need to be included).

This is a solid serious book about core economic security issues. I venture to say that no one could run for President, or be an effective President, without absorbing all that Robert E. Rubin has to teach us. His assistant author, Jacob Weisberg, is to be congratulated for helping bring this extraordinary work to the marketplace. We all benefit.

More than just Rubinomics

As other reviewers have mentioned, Rubin spends much of this book detailing the struggles of dealing with the "global economy" with his pals, Greenspan and Summers. Rubin also makes it clear that he feels current economic policy is undisciplined and unsound.
While these issues make up the bulk of the book and are surely why it was written, I was most engaged by Rubin's philosophies on keeping work pressures in perspective ("if you can keep your head while those around you are losing theirs...") and on the imminent threat posed by the developed world's continued apathy toward the impoverished.
Will you enjoy this book more if you agree with Rubin's ideas about economic policy? Yes. Can you find in this book interesting takeways that will give pause for thought if you don't? Yes.

Where finance meets politics: Rubinomics

As someone who's had the chance to walk through the storied trading floors of the arbitrage division of Goldman Sachs in Manhattan, I was excited to read this book about someone who began his amazing career there. Anyone interested in investing, domestic and international finance and economics, and politics should read this book. Why?
Mr. Rubin was vital in the formation of Clintonomics--a set of policies that stressed the importance of deficit reduction. Although politically vilified for "raising taxes," Mr. Rubin's platform of deficit reduction was associated with remarkable productivity and economic growth in the 1990's. Mr. Rubin's account is especially timely and thought provoking considering the recent deficits incurred by the U.S. government, the historically low interest rates that are nevertheless present in America, and the 12 billion dollar bet on foreigns currencies recently placed by Berkshire Hathaway.
As someone who has visited and invested (with very mixed results!) in developing countries, I was also interested in Mr. Rubin's accounts of how and why he, Clinton, and others at institutions like the IMF created multi-billion dollar rescue loans to these nations. The conflicts of interest between investors, the borrowers, and the loaners is fascinating to contemplate. It is also instructive to consider why some rescue packages (designed for Indonesia) failed while others (designed for Mexico) succeeded. While recounting these stories Mr. Rubin does an admirable job explaining why lowering tarrifs and expanding global trade with emerging markets is a win-win situation for all parties involved.
For an even better explanation of the underlying principles of international finance read "Economics in One Easy Lesson" by Hazlett. It sounds like a children's book, but the clarity of explanation of complex ideas in this book is amazing.

The point was made repeatedly--regular, systematic practice of a religion (even CHRISTIAN religion, which the author is not afraid to take on) does not replace faith. In fact, religion obligates while faith frees one to follow Jesus.

As a woodworker I found the plans in this book to meek my expectations and to be challenging enough. For anyone that does woodworking and in particular turning (lath work), I would recommend this book.

Excellent book! Everything you need to build beautiful wheels of all styles AND nifty things to go with them. The only drawback is the presumption that you should own a very large lathe. Do not let this stop you, the book is full of excellent plans and much information including the proper dressing for a distaff.

About the Author
Brad is the Dean Emeritus of Western Washington University in Bellingham, Washington. Prior to assuming the position as Dean in 1994, he served as the first Director of the Office of Environmental Education for the U.S. Environmental Protection Agency in Washington, D.C. Brad also served as the Acting President of the National Environmental Education and Training Foundation in Washington, D.C., and as a Special Assistant to the EPA Administrator. Before moving to Washington, D.C., Dean Smith was a professor of political science and environmental studies for 15 years, and the executive director of an environmental education center and nature refuge for five years.

Eldon is an emeritus professor of biology at Delta College. He has over 30 years of teaching experience in biology, zoology, and environmental science. Eldon has been a Fulbright Exchange Teacher in Australia and Scotland, received the Bergstein Award for Teaching Excellence at Delta College, and participated in an Earthwatch Research Program in Costa Rica. In addition to the environmental science text, Eldon is co-author of the very successful CONCEPTS IN BIOLOGY general biology text with McGraw-Hill.

Excellent Text Book, Easy to understand.

I used this book for my Environmental Science class for college. The book is very well organized and I learned alot from it. It's not loaded with technical terms and was easy to understand. Very beneficial. Perfect for college or for someone who would like to learn more about the Earth, what we are doing to it and how we can protect it.

Well written and easy for students to relate to

I ordered this book for a college course I was taking. It has a ton of really interesting concepts and the authors strive to make the textbook both user friendly and informational. The way the book is written was also very easy to read and had stories that I could relate with to really drive the concepts home. I enjoyed this class so much that I convinced a friend to sign up for it too and sold my book to her the following quarter.

I'm glad that I only rented this book. It did arrive on time and looked brand new. There is no dictionary in it so if you need a better understanding of a word keep your computer on. And the glossary is pretty useless when trying to find some sections of the book. And if you have a heavy class load and enjoy reading ALOT then this book is for you. Because they crammed a whole bunch of information in it. Most chapters are 30 pages or better...with small type. I do have to admit that the photography in the book is nicely done.

Amazon Kudos to you....the book not so much.

A must

This book is not going to take you through the obscure world of the hard math to help you understand how the Industrial Organization theory works. It provides real-world and anecdotic examples and data which help theory make more sense. It also provides extremely clear and graphical explanations on each topic which are accompanied by valuable "Questions for Review" sections after each chapter. It is like reading comics and with that I mean that Shepherd has a gift at making his points clear.

It is a must for undergrad students, however, I would not recommend it if you are looking for a text that emphasizes mathematical analysis. In that case it could only be used as a reference book for the intuitive part of the concepts and for a historical summary of theories.

He has also taught at Kansas State University, USA; IIT, Delhi; University Science, Malayasia; ESSEC, France and ESCP, France." If you are taking a course in financial management this book will definitely simplify the subject for you.Pandey is an authority in financial management this time he took a course he obviously loves and completely understands and made it easy for a hardworking student to master. He introduced CHECK YOUR CONCEPTS section by section in every chapter as opposed to end of chapter check your concept which must test books use. Sectional check your concept is very effective because it allows you check what you've learnt on a sectional basis is helping you to grasp the concept being discussed in the book. This. book also provided a summary of each chapter,a list of key words,solved illustrative problems quiz exercises to help you further master the topics. Even though Pandey is an Indian his grasp and understanding of English language makes text book indispensable to All students of management irrespective of their country where they are studying. This book has seriously helped me to understand financial management and I am optimistic that I will definitely pass my exams in flying colors with th help of this book. Yes I definitely have no complaints about the book Pandey has been teaching and writing books on financial management for a very long time and this book clearly shows an understanding of students' problem area and various ways of tackling it. A serial killer stalks the streets of 1950s Boston--and two friends take it upon themselves to bring him down.

A year after the Great Brink's Robbery--the largest robbery in the history of the United States--Boston is known more for its seedy underbelly than for its rich, historical past. The winter of 1951 is the worst in recent memory, and the Bruins are suffering another losing season.
Like Boston itself, lifelong residents Cal O'Brien and Dante Cooper are struggling to find their identities after World War II. Cal has built a mildly promising life for himself as an employee of a company providing private security, whether to an honorable businessman who needs a night watchman or to an Irish mafioso who needs to have someone's legs broken. Dante is everything Cal is not. A heroin addict trying and failing to stay clean, Dante feels the call to do good after he discovers that his sister-in-law was the latest victim of a serial killer targeting disadvantaged women.
Woefully unqualified, but determined to help, Cal and Dante take it upon themselves to track the killer--but their daunting quest takes on dangerous consequences when the trail leads them to the highest ranks of city government. There are a few well-placed men who don't want Cal and Dante to solve this case.
An absorbing mixture of history and suspense, told with a meticulous eye for detail and character, Serpents in the Cold is a moving exploration about two men battling for second chances.

About the Author
Thomas O'Malley was raised in Ireland and England. He is a graduate of the University of Massachusetts, Boston, and the Iowa Writers' Workshop, and currently teaches on the faculty of creative writing at Dartmouth College. He is the author of the novels In the Province of Saints and This Magnificent Desolation. He lives in the Boston area.
Douglas Graham Purdy grew up in the Boston area. He is a graduate of the University of Massachusetts, Boston and currently works in Film & Media Studies at MIT. This is his first novel.

This novel is set in post-war Boston. It is February 1951 and one of the coldest winters on record, when some children out walking their dog discover the body of a woman on the beach. The woman turns out to be the sister in law of Dante Cooper; a heroin addict, whose wife Margot is also dead. Dante hears the news of the murder from his children friend, Cal O’Brien, a former Boston cop who still has nightmares six years after his time in the war and who now operates a security business. The former cop and the heroin addict in debt to mobsters seem unlikely heroes and, indeed, this is very much a noir novel – dark, unsettling and taking place largely within the underbelly of a depressed and frozen city.

When Cal and Dante team up to discover who killed Margot’s sister, Sheila, their investigation will cause both men to question their lives so far – and will change them irrevocably. Was Sheila one of a series of victims; murdered by the killer known as the Butcher, or was there another reason for her death? From boarding houses to the city dump, through convents and haulage yards, the men find themselves embroiled in a murder which involves the Church, politics, mobsters and corruption. Dante questions how much he really knew about Sheila –was her life a string of deceits, or was she the victim of a psychopath?

This is a novel full of tragedy and atmosphere. The novel is interspersed with photographs from the period, which helps evoke the period and the city of Boston – which is every bit as much a character in the book as Cal or Dante. I found this an interesting and well plotted novel and would certainly like to see Cal and Dante in another outing. Lastly, I received a copy of this book from the publishers, via NetGalley, for review.

I almost skipped reading SERPENTS IN THE COLD. What a mistake that would have been. It is a dark and icy instant classic of crime fiction, chock full to the brim with rough characters who roil through violent and tragic situations of their own creation, and compelling from its opening words to its closing sentences.

The book is set in Boston in January 1951. The metropolitan area is reeling from a series of setbacks, ranging from another losing season for its hockey team and an unsolved Brinks car robbery to an economy that has put many of the city’s inhabitants on the edge of financial disaster. Then there is the winter, the worst in recent memory. It is the cold weather, almost more than the city itself, that serves as a backdrop for the novel. The ground is so frozen that bodies can’t be buried; cars slip and slide out of control; and everything seems stuck in a chilled stasis of doom, death and failure, none more so than the two principal protagonists of the tale.

The narrative bounces back and forth primarily between two lifetime friends, both losers for different reasons. Cal O’Brien is the better off of the two, though not by much. He returned from combat duty in World War II unbroken though badly bent, suffering from a permanent leg injury and an even more significant alcohol problem. But he is able to eke out a post-war existence by parlaying his experience as a Boston policeman into running a security agency. It is Dante Cooper who is even worse. Dante is a seemingly irredeemable heroin addict whose primary functions seem to focus upon scoring drugs and avoiding angry loan sharks who don’t take kindly to missed payments. He is still reeling from the death of his wife, Margo, when the body of his sister-in-law, Sheila, is discovered. It appears that Sheila is the latest victim of a serial killer who has been targeting prostitutes in the Boston area. Cal and Dante decide to track the culprit themselves, with the (almost) unspoken desire to gain a bit of revenge and justice on Sheila’s behalf.

Their investigation is a long and arduous process, hindered not only by the siren song of substance abuse and a lack of resources but also by discouragement, both official and unofficial, emanating from some of the highest levels of the city’s power structure. There are those with grandiose plans to restore Boston’s grandeur while making a fortune and consolidating power and influence along the way, and the investigation by the driven but hampered pair has the potential to derail those plans. Cal and Dante will not be denied, so that by book’s end, all is ultimately revealed, for better and worse, at great and deadly cost.

SERPENTS IN THE COLD is a magnificent work. The seamless collaboration between authors Thomas O’Malley and Douglas Graham Purdy results in a cinematic narrative that unreels in a riveting manner, leaving an imprint on the reader’s memory that is unlikely to fade any time soon. The darkness of the situations and the explosive violence presented here never eclipses the plot or the unfortunate characters who populate the book. Place this one at the top of your must-read list.

Not a bad story, wordy, some of the most repetitive, excessive, violent episodes I've read in a book. I am not against violence in a book, I just thought the scenes involving violence were way overdone
